7749 Turbo Sunbird Diag help needed.

I remember doing one of those--replaced the seized turbo, and instructed
my guys to check the oil lines. They "said" they blew through them--although
they hadn't. New turbo lasted around 4-5 seconds of real good boost.
It's either not spooling up, it's the wrong turbo for housing, or the waste
gate door is
bent.
