749 Injector constant

I have been working on this...  I'm totally confused.

Is EGR factor the percent of EGR?  If so wouldn't 0% kill the whole problem?
I've got 0.7125 for L/Cyl and then inj rate would be 3 gms/sec for 24#
injectors.  This is the part I'm lost on.
