Flash VATS

Isn't the VATS computer separate from the main ecu?  I
thought the VATS computer read the resistance of the
key, and sent a certain pulsing signal back to the
main ECU, letting it know that the VATS check
succeeded...?
Maybe this is only for the mid-90's cars with the
resistor planted in the key.
