TBI fuel pressure regulator question

Hi there!

First, thanks to everyone that had ideas about the problems I've
encountered on this project.

Recap:  1985 Chevrolet Caprice 305V8 4bbl. that Dad and I are converting to
TBI using parts from a donor '89 Caprice 305V8 TBI 1228746 ECM.  

Problem:  No fuel flow from return line fitting on TBI, loud fuel pump, no
start condition.  Injectors are firing and spark is available.

The car is 90 miles from me at my father's house.  We're doing the
conversion for my cousin.  I've been working on the conversion when I visit
my parents, and supporting Dad through this no-start condition over the
phone.  I've done the electical work, Dad did the plumbing, and we both
sourced parts and installed hardware.

I forwarded the information on this topic from the list to Dad, and have
been talking with him on the phone.  I asked him to disassemble the fuel
pressure regulator and check it out.  He also made a fuel pressure gauge
T'd into the feed line between the filter and TBI.

Disassembled the regulator, couldn't see anything wrong.  Reassembled,
installed the gauge, connected the return line from the TBI to an open
container, and ran the pump.  12psi on the gauge and fuel flow into the
container!  Reconnected the return line, and started the car.  Car runs fine!

We are making the assumption that since the TBI is a junkyard piece that
has been sitting, the regulator might have had a problem (stuck somehow?)
that was fixed by a disassemble/reassemble.
