I've encountered this when there was an exhaust system leak "before" the O2
sensor. ie; cracked cross-over pipe, etc. This allow fresh air into the
system at idle, which spoofed the O2 sensor into a lean reading. A cracked
ex-manifold
will do it. Is the exhaust system tight & quiet?
