BlankYour O2 sensor output swing from .07 to .97 volts indicates a good 
sensor.
The steady O2 reading of around .45 volts is the bias voltage the ECM 
places
on the ckt. You see this voltage as steady when in open loop, or with BLM 
Learn disabled.
 I've read that the catalytic converter needs the varying 
A/F--rich/lean--to function properly.
I don't think your O2 sensor is causing your surge/stall condition. I know 
the MAP sensor is
very sensitive to vacuum variations. If your cam causes a "lopey" idle, the 
vacuum swings may be
overly influencing A/F at idle.
