engine vacuum drops = manifold absolute pressure rises
engine vacuum is commonly measured in inches of mercury where 0inHg = 
atmospheric pressure (vacuum dropped all the way);MAP=14.7psi and 30inHg 
= about complete vacuum(high vacuum);MAP=0
in other words fuel pressure does rise as manifold absolute pressure rises
