On the gas engine, vacuum is used to indicate load.  As vacuum drops
(throttle plate wider open) the vacuum switch opens and unlocks the TCC.
The vacuum pump doesn't give that information and so isn't useful on the
diesel.  A TPS and voltage comparator circuit on the diesel could do the
same thing, or a mechanical switch mounted to the throttle somehow that
opens the TCC circuit once the throttle is open past a certain point.
The point of all this is to limit the amount of torque the TCC has to
transmit by unlocking it.
