Actually, do just that. Hook it to a power supply at 13.8V and measure the current
directly. Hooking it to a power source for a few minutes and then
"quickly-change-over-to-the-ohmeter-trick" will not be much more accurate since as soon as
you remove power to hook the ohmmeter, it will cool pretty fast in ambient air. It would
get you closer, but not accurate... :)

I think the power supply and a DMM current measurement would be best.
