Assuming the O2 sensor and the feedback circuitry is all working
correctly, and the computer is in closed loop, then the engine is
running at stoich. What the BLM is telling you is that the computer is
having to subtract fuel from what the VE table otherwise specifies.
This means the engine is getting less air than the VE table says that it
should be getting (ie plugged exhaust), or it's getting more fuel than
what the computer is trying to give it (ie flooded EVAP system, leaky
injector, too much fuel pressure, etc.)
