[Gmecm] TPI, starting up 383ci with 7730

I'm hoping that someone might have a bin file I could use to start up a
383ci small block. I've got a lot of the factory bins from the ftp site, but
obviously I have more work to do using one of these (looks like $8D is very
common).

I fired the engine originally using the 165 MAF system, but assume it'll be
inadequate when I get to full throttle.
