Unless the injector is 100% steel or iron free, it will rust. In the power
generation industry, we remove all (well, to less than 10 parts per billion
remaining) oxygen from the water to keep rust from forming in the feed water
path. This is fairly expensive.

Most water inj equipment uses simple orffices to control the flow.

Forced induction systems will somtime use the boost as the propellant with
an orffice to restrict flow. I'll be giving this one a try, real soon.

There are companies that make water service instrumentation solenoid valves.
Don't know if they are responsive enough to meeter water in real time.

I know you don't want to hear this, but you realy should give it a try. Most
of these systems are relatively crude (windshield washer pumps for example).
The fact that you are on this list means you aint afraid of screw drivers
and solder, so go for it. Just be sure to research it first, check the
archives of this list. There were several ropes about this topic going on.
