Hi Justin,
I have the Diacom system and use it with my 1987 Chevy Blazer TBI V8.
It works as advertised, but useful features are missing
from the most basic model I use (purchased in 1992, ver 2).

Extra cost software logs multiple readings to disk and provides graphs
while driving. My DOS version, which cost about $300, takes a
snapshot of about 30 parameters when prompted, and reads codes. 

The hardware itself consists of cables which connect to PC serial port,
a couple adaptors (DIN plugs), and plugs for both single row (5-pin)
and double row GM diagnostic connectors. 12 volts is also required.

I'd call Rinda, and ask if the thing would work on non-US systems. My
experience is that TBI GM products shipped to the MidEast (which
are noncatalyic) have firmware that may not work with the same
diagnostic tools used on USA models. 

Not sure if the Rinda unit will interface with police RADAR ECM devices.
