One change to the circuit:

Drive the 555 timer with +5 volts instead of +12, because the
TIP120 transistor VBE rating will be exceeded (according to
the back of the blister pack from Radio Shack). Still drive
the collector of the TIP120 with +12 volts (the injector
circuit). You can get +5 volts simply from a 7805 voltage
  regulator (also at Radio Shack).

When I first did the program, my assumption was that the input injector
flow was the one stated/measured for that injector, and the
fuel rail would be run at a pressure yielding this flow. In other words,
the flow entered is the flow that will be on the vehicle.

However, for optimization purposes, the change in fuel rail pressure
from nominal (nominal being the pressure at the stated flow) would
be useful. The change in injector flow (to first order) is simply
the square root of the pressure ratios, or

FlowNew = FlowOld * sqrt( PressureNew / PressureOld)

When I get a chance, I will include the fuel pressure delta in the calc.
