Non-DIYEFI/City Code Harassment

I had a neighbor with a work van that he would go out and move about 6
inches every other day for the same thing.  He never was able to find
out where the complaint was coming from but as long as the van moved a
little bit every day the city didn't have a leg to stand on (of course
they never came by on the days when we were pushing it to move it :-)

He did eventually get it running and the complaints/harassment stopped.
