Actually, my original idea was more work than its worth.  Someone posted 
the right solution.. cut a rectangular hole, and make a sump.  Then move 
the fuel intake/pump a little lower into the sump.  If "off the line" 
starves your engine, make the deeper part towards the back of the tank :)
