The "Switchguard" as they are called, is a separate piece. You can get
them from most aircraft builder suppliers like Aircraft Spruce. They
come in at least 2 different configurations depending on the switch you
want to use with them. For your regular old toggle switch with a single
through hole type mount, and also a three hole job for "panel mount"
toggle switches (ones that have a couple screws to hold them on instead
of the switch shank itself).

3 holes - MS25224-2 $22.20
Note the Mil Spec numbers.

ps. be sure your toggle switch shaft length is correct so that the cover
will close all the way.
