Ron,
  yes the whole thing gets submerged. i was leary of it also but no
problems.  used it to pump methanol which i thought was more volile? the
pump i used was off a toyota and the hole was a releif valveto keep the
pump from over heating if flow was stopped/blocked up streem of pump?
sounds the same?
