I doubt it (intercooled turbo); I'm talking about air that has passed through
some piping, through an intercooler, then through more piping and into the
throttle body/manifold... How do you relate the turbulence level to the
manifold tuning anyway?

Would you want to tune your intake runners for maximum ram effect at
6000rpm or would you rather tune it for 2500rpm to help out low-end torque
as much as possible?

Well for a properly sized turbo combination the full boost comes on at heavy
throttle; doesn't have to wait for 6000 rpm!
