There is the European computer for the Neon, and the ACR or racing
computer.  The European computer has the speed limitator ( about 117
mph) disabled and the racing one has the speed and RPM limitators
disabled.  As far as the performance goes, the ACR neons have much more
power than the standard ones.  Every year Chrysler brings some ACR Neons
to the plant ( Belvidere) and the employees get to race them in the car
storage lot.  Unfortunately they have stopped producing the ACR package.

These computers require the VIN number from the car to be entered into
the ECU.  The factory uses a dedicated box to do this.  From what I
gather, the dealers have the  capability to write the VIN number into
it.  Without the correct number the cars won't go.
