No- most , or, of the ones I've seen, just 'shut off' flow to the rad. 
The coolant bypasses by action of the blockage. 

On the thread of EFI and engine management, what exists now of 
electrically- controlled coolant valves?  Are there any stock systems 
that do that rather than use a stand- alone therm? Then, one could use 
the cool- the- head- cooler- than- the- block idea with just a second 
valve.
