Would it be easier to just put a restrictor in the coolant passage to the 
block and thus force more collant to flow through the heads?  I don't 
know about your engine but on my 351-Cleveland the is a restirctor and it 
does just such a job.  One can control the about of head vs. block 
cooling by enlarging or shrinking the size of this restrictor plate.
