If I understand correctly it basically just breaks the surface tension
of the water and somehow that's supposed to help cool the engine.  I've
never tried it but I've heard mixed results.  I've also heard that a
Kodak photo developing chemical called photo-flow does the same thing. 
If I remember high school photography class correctly, photo-flow is
mixed with water to help rinse the developing chemicals off of negatives
and prints.  Kinda makes sense that it would eliminate surface tension,
you wouldn't want little drops of water to kling on the negatives and
leave stains.  

Better throw in a disclaimer: I don't know whether there are any ill
effects of using either product, so try them at your own risk.
