TOCHIGI, Japan (Reuters) - Honda Motor Co. Ltd., =
claiming a new breakthrough in car emissions technology, said Monday it =
has developed a super-clean gasoline engine that produces exhaust =
sometimes cleaner than the air it breathes in.=20

The new Zero-Level Emission Vehicle engine (Z-LEV) =
produces just one-tenth of the noxious emissions of the most stringent =
emissions standard in the world, set by the state of California.=20
=20
Carbon monoxide emissions from the 2.3-liter =
four-cylinder engine were 0.17 gram per mile, compared with 1.7 grams =
allowed under California's Ultra Low Emission Vehicle standard.=20
=20
A car equipped with this engine could drive through a =
high-smog area and the smog-producing emissions coming out of the =
tailpipe would actually be lower than they are in the surrounding air, =
said Honda President Nobuhiko Kawamoto.=20

Executives at Honda's research and development center in =
this city north of Tokyo said the new engine is readily buildable and =
could be in production in about two years, but no firm introduction date =
was set. It is based on the four-cylinder engine used in U.S.-market =
Accord models.=20

Ben Knight, vice president of Honda's North American =
research and development arm, said the company is discussing the engine =
with the California Air Resources Board (CARB), but is not counting on =
the board allowing Honda to use the engine to meet the state's =
zero-emission vehicle mandate.=20

California wants 10 percent of all cars sold in the =
state by 2003 to be emission-free, or powered by electricity. But =
automakers say that current electric cars have too little range and are =
too expensive for consumers.=20

Right now, CARB wants to keep its focus on electric =
vehicles, Knight said.=20

Nonetheless, a Honda press release quotes CARB Chairman =
John Dunlap as calling the engine a remarkable breakthrough.=20

A gasoline engine with nearly zero emissions would have =
been unthinkable just 10 years ago, Dunlap said in the statement.=20

Knight said many Honda engineers did not think it could =
be done just a year ago.=20

The engine achieves its low emissions through the use of =
sophisticated new hybrid exhaust catalysts that trap hydrocarbon =
emissions during engine start-up, then clean them after they reach =
operating temperature with the help of an electric heater.=20

The VTEC engine also uses a powerful 32-bit computer to =
control combustion timing. A reduction in horsepower in the engine is =
barely perceptible, but fuel economy remains unchanged.=20
