If there is no other connection to the control pressure line, that valve
would control mix ratio based on engine temperature.  Your car should have
no catalysts, either.  The open loop CIS you have enabled cars to meet
emissions up to 1979 without catalysts.  They did resort to retarded
ignition timing at part throttle.
