Fuel line pressure drop (fwd)

At wide open and fuel pressure dropping, is there any  fuel being 
returned to the tank via the pressure regulator.  Probably not, but 
its a cheap check.  I check cheap then easy parts of the system 
first.  Any fuel filters in the line, tank?  Blow the lines out?
