On that 17090003, I got a pretty good listing and the closest I
get is a 90 7.4L GM Pick-Up, and that number is a 17090015
Caddy has a 90200, and a couple others.
  If the butterflies are 2.0" it's a BBC, if 1.8"ish then 350, and the
1.6"ish are 305/4.3L.  GENERALLY.. 
  I've never seen a throttle kicker for WOT.  Are you sure that it
it's not for high idle..
  Almost sounds like some diesel thing (maybe for Turbo Diesel),
does it have the holes, and cutout for the fuel pressure regulator?.
  That's trivia pursuit for me..
