  Think I've found your unit.  Found 17090004, and it fits GM medium duty
truck with 366 and governor, 89-90.  Headed back to the manuals and sure
enough, TBI with governor has an electric control motor mounted on the side
to open the throttle plates.  Throttle plate opening is limited by the
mechanical linkage, and the motor is actuated by the ECM.  Called a model
295 TBI.  Should look like an ugly, large conglomeration of linkage when
compared to a standard TBI.  Sounds like the unit to use on a teenager's hot
rod. Other than that, find a stock one. : )
