Occasionally,  chip manufacturers will invert the 'chip-enable' line.  (
Make it active HIGH ).  I had this ALOT in williams pinball machines.  I
DON'T think this is the case here, tho!  I almost sounds like a couple
of blown proms!  ( I hope not!! )
