Me thinks that they are the last four digits of an 8 digit "part"
number.

Every cal might have the following numbers: part number (for ordering),
PROM ID number (scan tool), number on the cal (like a casting number), a
number for the ECM+cal combination, and probably several others.  There
isn't enough room for a full 8 digit number, the first two digits are
probably "16", and the next two digits only change every few years. 
Hence, a partial number is enough.
