HP= (RPM * torque) / 5252

It is a lot like a smaller venturi.  It will increase low RPM torque but
flow restriction decrease power at the high end, which in turn reduces
maximum HP.  It doesn't affect the numerical value of peak torque very
much, just where it occurs.
