This is a *common* misconception about turbocharged 
engines.  Boost is not RPM dependent, as it is with 
superchargers.  Boost is mostly a function of engine 
load.  IE: You can be driving down the highway at 
3000 RPM (for instance) with zero boost or even vacuum.  
But pulling a heavy trailer up a steep hill at the 
same, or even lower RPM, can yield full boost.
