Before deleting it I'd look at installing it.  I'd reseach if it's a 2000
ppm, or 4000 ppm
deal, and if so then just use a Jags That Run speedometer cable inline
device.
Coast down enleanment/IAC reset works off of VSS "ususally".  Your PCM may
be
all different from what I've seen so far..
