More UEGO stuff

The circuitry needed to control the UEGO sensor, prevent current to the
ion pump when the sensor is cold, and regulate the heater can be made for
less than $20.00.  The output would be about 0-5 Volts.  Anything else
(LCD readout, data logging, HEGO emulation, etc) would, of course, cost
extra.
