Heat sink compound is a silicone and a dielectric. It is intended to
fill the voids between two flat pieces of metal. It has a lower heat
transmissivity than direct metal-metal but much better than
metal-air-metal so proper usage is a very thin film so as to fill the
voids with minimal metal-metal separation. 

Being a dielectric, it is a non-conductor of electricity which is not
the same thing as heat.
