CARB never gives approval...
They issue Exemption Orders that state that the product in question does not
create emissions that exceed the particular model years limits.
CARB has gone after and sued several companies that claimed CARB issued
Approval or certification that a particular product performed as advertised
(in regards to HP & Torque...).
