O2 == 1.00? volts?

With O2 cold the bias voltage has rather large contribution to total
output voltage.  With hot sensor or no bias you will probably never
see 1 volt.  You might try a 4 wire to see if grd. loop
>From what I recall the solenoids were run under 50% for durability
and better tip in control, (these were Carter with air bleed 
feedback)
