HELP - cold air problem

This sounds like an ignition problem to me, I could be wrong. 

My thinking would be that the A/F mix is too dense at that temp for it to ignite properly. If you lean it, it's more volatile and easier to light, but more dangerous with the high EGT's. 

What kind of ignition is on this thing?
