turbo boost control solenoid

89 (other years ?) Dodge 2.5 turbo uses a solenoid to bleed off the
boost supplied back to the wastegate control (which is fixed to open the
wastegate at about 4 psi applied pressure).  Thus, the wider the pulse
width, the more boost is generated.  If the solenoid or driver fails,
the boost is limited to 4 psi.
