Ahh, now I see. Well, you're not the only one that's gotten confused
about that. YES, the Meter and Module are two separate and distinct
products, each stand-alone. If you don't want/need the display features
of a hand-held meter, and just want a linear AFR measurement interface
for the Honda/NTK 5-wire sensor, than all you need is a module (and a
sensor).
