I found the Usenet thread:  Even Windows 95 does not allow direct
hardware access by programs.  The OS intercepts the input and output
instructions and then turns around and does the hardware access for the
program.  The result is that it looks like it isn't protecting tha
hardware, except that it is in the way slowing things down.  One of the
participants of the thread uses the imperfect emulation to detect Windows.
