'96 Miata trouble codes

I don't own a scanner, suppose I could buy one if I had to.

I was hoping that there was some form of key on / key off or connect two
pins on a diagnostic port and count the flashes.  Can that be done with
a '96 Miata?  I really don't know if it's OBDII or not.

Ford NGS scanner is the OE one to use. Not 100% sure the
Snappy or OTC will work as I've never had one in the shop...
