Wide Band O2 Measurement

There is a guy here in San Diego that says the same thing.  I dont get it
either.  I dont see how it is possible.  in the CAT you have a Catalytic
reaction, that changes the O2 content & CO2 if I am not mistaken.  Therefore
it can not read the "same" before & after cat.  if that were the case then
all the cars that have O2 sensors behind the cat are there for no reason (I
understand that some appear not to do anything @ all anyway but that is
another issue).

A local dyno shop that I spoke with claimed that their wideband meter
could accurately measure O2 downstream of the cats.  I always assumed
that any O2 measurement (for A/F ratio) had to take place in front of
the cats since they use some of the O2 to convert CO into CO2.  Who is
correct?
