Just finished 1st WB O2 need a little help

Just trying out my WB O2, and I'm not having sucess.  The output to the 
heater is right on at 10.37v 1.43A, the sensor gets hot as hell, but the LED 
does not come on.  I reversed the leads of the LED, and still it does not 
come on.

Vout remains constant at 2.57v.

Any ideas on how to fix?
