Just finished 1st WB O2 need a little help

I had similar problems with mine when I wasn't running it off a big enough
power supply on the bench. With the LM1086 regulator you need at least 12.8
volts @ 2Amps min input to get the heater to think it is warmed up enough.
Using the Lm317 reg the voltage will be a fair bit higher. Maybe 13.8 - 14V.
You need a well charged car battery or run it on the car with the engine
running to get these sorts of voltages.
If all the power stuff is ok then you need to check the resistors from the
output of the heater regulator to the LM431 and the circuitry from their to
the opt isolator.
