Take a look at the LM2907 or LM2917 chips from National Semi:

They are designed for just this purpose.  The application hints section
of the datasheet show sample circuits that output a voltage proportional
to RPM using either the crankshaft position (reluctance) sensor signal
or the ignition coil primary.  All you need is their chip and a few
resistors.  The datasheet shows many interesting automotive applications
in fact.  Plus if you go to their website (www.national.com) you can
order samples of the chip shipped overnight for free. (!!)
