Digital tachometer

what do you guys think??  I don't really understand what each part does 
here, and I was hopeing that someone could breifly explain them to me.  I am 
also unsure of how the leds are setup interms of rpm here.  Once, I 
understand how this works, I'd like to modify it to meet my needs interms of 
RPM readings.  The engine currently has a 6000rpm fuel shut off, and 
consequenlty that should probably be the limit of this tach.  I don't have 
the tools, or the knowladge to futz around with the computer quite yet, but 
I hope to do so in the future.  This fuel cut of seems reasonable though if 
you look at the torque curve (

)  If I manage to improve the engines torque curve to extend beyond 600rpm 
somehow (this engine is no good in my opinion, and fairly cheap DIY extra 
power seems like an unatainable dream), then I will be back asking many 
questions about modifying the ECU.  Back to the tach

   I'm not really concerned about the tachometer's accuracy, or the ability 
for data logging.  I'm not quite experienced enough to get into that yet.  A 
few more years down the line I'd love to get into a project like that, but I 
was hoping to just make something simple for my first project.
