They *are* continuous flow injectors.  Just a different flavor.

The air shrouded CIS injectors just have a little cap on the end (imagine
a thimble sized for your pinky finger, with a hole in the center of the
"base")

I believe they promote better fuel atomization.  A very subtle
difference; the injector remains largely the same as the first generation
CIS injectors.
