[Diy_efi] Need help with diy-wb, Vout = 2.48v in free air

Hi all, I just finished putting together the pcb and completed all of the tests
and all passed ok.

When I applied power to both the heater and UEGO circuits, Vout measured
2.48 volts, and when the LED came on, Vout was still the same. Could my
o2 sensor be shot??

Also, the o2 sensor does get hot, so atleast the heater ciruit is working.

Anyone have a clue as to what could be wrong??
