[Diy_efi] Need help, Vout = 2.48 with sensor in free air

Hi all, I just finished putting together the pcb and it passed all of the
tests listed at www.diy-wb.com. Well, I attached the digital volt meter
and applied power to the heater and UEGO circuit, once the power was applied
the DVM registered ~2.48 volts. Once the LED came on, the DVM was still
at 2.48 and fluctuating +/- .001 volts.

Could this mean that my o2 sensor is bad?
